Ms. Oliver is the Senior Scientist for the Water Services Division with over 7 years of experience in the environmental field with a primary focus on regulatory compliance. She specializes on regulatory compliance with experience in program areas such as SWPPP, MS4 programs, SPCC, BMP inspections, and wastewater discharge permits. She also has an extensive
sampling background ranging from groundwater and stormwater to wastewater and landfills.

Mr. Garde is a licensed professional engineer, with expertise and leadership in hydraulic modeling, water supply planning, water treatment, facility construction and source water protection. His professional and academic experience extends into water security, environmental stewardship, project management and construction management. He has developed, led, and executed key projects in Texas, Ethiopia, and Central America. He works closely with numerous state and federal agencies to find innovative solutions to complex problems while remaining within tight project constraints.
